Dr. Gallagher is a former Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Science Policy Advisor with extensive professional experience in executive-level strategic, operational and growth management of high-profile organizations and programs. She has more than fifteen years of corporate experience overseeing operations, the development and execution of business development, operational architectures, strategies, and client services for large, mid-sized, and start-up businesses across the federal market and diverse capability offerings.
Dr. Gallagher established and built a scalable business development team and process at both large and small companies focusing on emerging technology. She led the development of hypergrowth investment market penetration and expansion plan for engineering services at a large consulting firm.
Dr. Gallagher previously supported full-lifecycle business development, capture, and proposal activities in the DHS market for both a large and mid-sized, growth-oriented government contractor with a focus on new client penetration for systems engineering and technical advisory professional services opportunities.
