With over 15 years of experience in health policy research and program evaluation, Dr. Jessica Lang brings deep health care system knowledge, rigorous evaluation expertise, and practical understanding of what it takes to transform care delivery at scale. She works with state Medicaid agencies, federal contractors, health systems and plans, and community-based providers. Her clients rely on her to define meaningful outcomes, design measurement frameworks that capture true program impact, and support evidence-based decision-making.
Dr. Lang has designed and led evaluations of large-scale care delivery transformation programs — Medicaid waivers, state directed payments, statewide quality improvement, and community hospital transformation — across Massachusetts, Utah, Georgia, Alabama, and New York. She has supported community-based pilots through evaluation design, implementation assessment, early signal detection, and sharing of promising practices.
Prior to founding Lang Health Insights, Dr. Lang built and led a $27M Medicaid evaluation practice at a national public sector consulting firm. She is a certified Project Management Professional (PMP), holds Women’s Business Enterprise certification, and works as both a prime and subcontractor. Lang Health Insights is based in Brookline, Massachusetts.
